In my opinion, it is relative and is borne of human conception. Perfection is an idea. Things are the way they are. Perfection and imperfection are attached values. Get the picture?
I am not suggesting that perfectionism is not good. I am suggesting that perfectionism can cast a controlling net over our expression of happiness. You can reach the required goal with or without being a perfectionist. To be a perfectionist, on the other hand, leave very little room for one to accept and love oneself un-conditionally when a desired goal is not met.
